The "Local Education Authority" or "LEA" is usually the County or Borough Council which looks after schools in the area where you have your family home. Students with the Open University and those working for the Health Services have to make their DSA arrangements through these organisations. However, the way that each of these manages the DSA scheme is essentially the same as when it is done through the LEAs.
LEA Student Support Officer
This is the person who administers the DSA scheme in your LEA area on behalf of the DfES. They will probably be part of a team working on the student loan scheme and anything else to do with students following degree courses. There are many names by which these people are known. However, they all have similar roles in the process of delivering support through the DSA. In the not too distant past, although the money being distributed came from the DfES, each Local Education Authority (LEA) arranged things in its own way and there were many anomolies. With the rapid growth of Higher Education student numbers and increasing awareness of disabilities the whole DSA scheme needed change. A process was begun by which the existing good practice was identified and formed into a national framework that could cope with student's needs more rapidly and move uniformly.
The LEA Student Support Officer has to decide if there is sufficient evidence of disability to suggest that the student is eligible for support through the DSA Scheme. Although clear evidence is needed, the DSA scheme does not usually pay for diagnostic assessments. It does, however, pay for a comprehensive Needs Assessment through an approved Assessment Centre once the existence of disability is established. At each stage of this process the LEA Student Support Officer has to decide if the rules are being met by checking your situation against the criteria.
